Ti Blan: …We continue to mobilize asking that the authorities
release the political prisoners. The second objective is to mobilize
the country in an effort to ask the KEP (Provisional Electoral Commission)
to continue to organize the elections.
HLLN Field Reporter in Haiti: Why is it that the UN soldiers
shoot at you? As we were coming in, we heard people commenting about
the soldiers daily shootings. Why?
Ti Blan: The guys are continuing to do so because they came to the
realization that they have no place in the country. They are looking
for a way to destabilize the country so that they can be needed for
a longer period of time. We Haitian people we are a smart people. That
is why we are already mobilized to denounce their machinations. We think
that the country’s authorities will act responsibly…
HLLN Field Reporter: Do you think that this continuous shooting
is their way to bait you into replying?
Ti Blan: I think that they are shooting just so that
they can claim
that there are bandits confronting them. However, us… we as militants,
we are representatives of the people. We speak for the people. And we
say that we denounce these violent acts for they will lead nowhere.
We will always remain pacific. They are shooting, disturbing the peace.
It is up to the country’s authorities to take charge.
HLLN Field Reporter: What is your message for Juan Gabriel Valdez,
MINUSTHA’s civilian leader?
Ti Blan: We are sending a clear message to him. I think
that the
Haitian people have proven themselves. They can witness for themselves
that [yon van LESPWA] “an air of hope” is burgeoning. I
think that peace is at hand since the new authorities are starting their
mandate. We will tell Juan Gabriel Valdez that the people say that the
country needs a break. From February 29, [2004], to this day, bullets
have crippled Site Solèy and the other popular neighborhoods.
Many people have been wounded, crippled and killed by MINUSTHA bullets.
I think it is about time they leave us alone so that we can unite amongst
Haitians around the task of
getting the country out of this quandary.
HLLN Field Reporter: As far as circulation, do the
whites [MINUSTHA] patrol all of Site Solèy?
Ti Blan: Well they [MINUSTHA soldiers] have no problem. They
used to sit in their armored vehicles. But now they move freely out
in the open. I will tell you frankly, the ones in Site Solèy
don’t commit these acts. It is the ones outside of Site Solèy
doing them. The ones stationed at Site Solèy understand that
they are witnessing a political crisis. They are in tune with the subtleties
in the population. Kids are beginning to play with them. They feel comfortable,
at ease with us,…living. But there are others, you know…
the Brazilians; they are the ones disturbing the peace many different
places, arresting people still, metering out violent acts on the population…

Haiti police arrest armed gang

Police in Haiti have arrested the ringleader of an armed gang that operated
in the capital city of Port-au-Prince, the UN stabilization force in
Haiti said on Wednesday.
Evens Jeune, also known as Evens Ti Kouto, was captured on Tuesday alongside
his girlfriend and her mother during a raid in the southern coastal
town of Les Cayes, a town 96 km south of the capital, news reaching
said. Police also arrested 11 other suspects.
Jeune left Cite Soleil, the capital's most roughest slum neighborhood,
when the UN force began their massive operation there, the report said.
He was taken by a helicopter of the UN stabilization force to a jail
in Port-au-Prince. Authorities are still seeking other alleged gang
leaders in Cite Soleil.
Jeune, who had been living under the alias Pierre Jacques, is thought
to be one of those ringleaders who should be responsible for Haiti's
kidnappings and violence, especially in the capital in recent months.
The 8,800-strong UN force seized control of Cite Soleil for the first
time on Feb. 28 but failed to catch any of the top gang leaders.

Le redoutable chef de gang de Cité Soleil (banlieue nord de Port-au-Prince)
Evens Jeune alias "Evens Ti Kouto" a été arrêté
mardi aux Cayes (96 km au sud de la capitale) par la Police Nationale,
a indiqué à Radio Kiskeya le directeur départemental
du Sud de la PNH, Henriot Toussaint.
Le commandant précise que le concours de policiers connaissant
bien le fugitif a été nécessaire pour l’identifier.
Surpris tôt dans la matinée dans la section communale de
Laurent, Evens Jeune tentait pendant toute la journée de se faire
passer pour Pierre Jacques. Sa femme et sa belle-mère ont été
également arrêtées.
Celui qui a longtemps symbolisé la terreur à Boston, un
des 34 quartiers du plus grand bidonville du pays, a été
ramené dans l’après-midi à Port-au-Prince
à bord d’un hélicoptère de la Mission de
stabilisation des Nations Unies (MINUSTAH).
Il était en cavale depuis le démantèlement début
février de son gang par les casques bleus.
Jouissant de la réputation peu enviable d’avoir la gâchette
facile, le caïd serait responsable de nombreux meurtres et kidnappings
notamment.
Deux autres importants leaders de bandes armées de Cité
Soleil, Amaral Duclona et Bélony ainsi connu, font l’objet

Presumed gang leader Evens Jeune was interrogated without an attorney
present and was tortured, according to the Office of International Lawyers
Port-au-Prince, March 16, 2007 (AHP)- Presumed gang leader Evens Jeune
was interrogated on Thursday for the first time since his arrest at
the beginning of the week in Les Cayes.
Judge Gabriel Ambroise, who is in charge of the investigation said that
the charges against Mr. Jeune relate to acts of kidnapping and violence.
The judge also indicated that complaints have been filed against Evens
Jeune, who is reputed to have been one of the adversaries of gang leader
Thomas Robenson (known as Labany) who was killed in April 2004 under
the Latortue government.
Many believe that it is illegal for Evens Jeune to have been interrogated
without the presence of a lawyer.
For his part, the BAI (Office of International Lawyers) said it has
"taken note of the arrest without a warrant of Mr. Evens Jeune
on Tuesday March 13".
The BAI denounced in a news release what it called the illegal and arbitrary
nature of the first phase of the interrogation of Mr. Evens Jeune without
the presence of his attorney, contrary to the provisions of applicable
laws.
The BAI also pointed out that the detainee testified that he was tortured
during, after and even several hours before he appeared before Judge
Gabriel Ambroise.
The BAI memo made a "formal denial of the statements of the judge
suggesting that there were complaints filed against Evens Jeune, whereas
during the questioning on March 15 the judge recognized that no complaints
existed other than a simple deposition by an individual named Richard
to the Central Directorate of the Judicial Police (DCPJ).
The BAI said it is putting the authorities on notice not to attempt
any sort of rush to judgment by hastily preparing a so-called legal
case file in favor of the people behind the killing of Labanyè.
Many sectors have rejoiced at the arrests of gang leaders in recent
days and at the statements made by the authorities as to their determination
to combat banditry and criminal acts that are poisoning the lives of
Haitians.
However they have said that the fight against kidnapping and other forms
of crime will never be truly effective until it is waged in a manner
that is not discriminatory.
They referred to cases of perpetrators of massacres, notorious criminals
and fugitives who circulate with complete impunity, as well as very
prominent individuals accused of involvement in kidnapping who are placed
beyond the reach of justice.
They also mentioned the case of Jerry Narcius, a young man from a prosperous
sector of society who was arrested more than two years ago for kidnapping
but was never brought to trial because he threatened to reveal the names
of other prominent individuals.
